Rappahannock-Rapidan Regional Commission (RRRC) Regional Transportation Collaborative (RTC) Model
In 2019, the Rappahannock-Rapidan Regional Commission initiated a comprehensive prevention and response planning process to address potential losses and reductions in mobility services. After 18 months of community and partner meetings, specific mitigation strategies were developed, leading to funding secured from the PATH Foundation for the RTC model, which began in FY21/FY22.
About the RTC Model:
The RTC functions as an overarching framework designed to support and adapt to significant changes in mobility services. This includes addressing shifts in state and national programs, federal funding changes, the implementation of paid transportation models, and integrating both private and public transit services.
Key Features of the RTC Model:
-
Resource Leveraging & Allocation
-
Strategic & Long-Term Planning
-
Service & Project Operations
-
Funding Sourcing & Grant Writing
-
Communication Management
-
Data Collection & Analysis
The RTC model fosters a flexible partnership, allowing programs to participate at varying levels based on their capacity and needs. This flexibility encourages the involvement of non-traditional stakeholders and promotes resource sharing among partners.
Future Goals:
In the coming years, the RTC aims to enhance its strategic planning support and fund sourcing to streamline mobility services across the region.
Mobility One-Call/One-Click Center:
The RTC's Mobility One-Call/One-Click Center, the first of its kind in Virginia, serves as a central access point for all public, private, and volunteer transportation services. Utilizing cloud-based data software, the center collects demographic, health, and transportation data, and coordinates ride requests across multiple volunteer programs.
